Revision to Rule 12.3 (Installation of New Homes)
As we discussed at the January Board Meeting, when a home is scheduled for demolition, FPL and NLYH Maintenance need to be notified in advance so that power and water can be safely disconnected from the home. While this usually happens, on more than one recent occasion it was not and the demo contractors had to be turned away.
The current rules in section 12 are not clear on this, nor is the New Home Installation Guide for contractors. The board suggests adding the following text to both documents and is prepared to vote on it at the February board meeting.

Demolition of homes. ADD THE FOLLOWING
12.3.1:
Before arranging for the demolition of a home, the contractor (overseen by the Oversight Committee) will seek permits and let the homeowner know when it’s time to disconnect power and water from the home.
Before any demolition takes place, it is the responsibility of the homeowner to complete the following:
- Notify the Business Office in writing of their intention of having the home demolished. The approximate time frame for demolition shall be included in the notification.
- Notify the Maintenance Department in writing of their intention to demolish the home including the approximate time frame so that water can be shut off and disconnected.
- Contact Florida Power and Light (FPL) to have the electric service terminated and electric meter disconnected. Power to the home should be disconnected at the transformer because the meter socket will be removed with the home.
During and after the demolition, the contactor is responsible for making sure the sewer connection is not buried and properly capped. The sewer pipe will be reconnected to the new home.
